God can see a man's faith, but we can't. We have to look to there works which reveals if they have faith. Faith = justification + works.

The chapter is explaining how works will always result in a person who has true faith. If he doesn't that shows he probably doesn't have faith, becuase you can't see a persons faith but only there works.
