One disappearance after another. My ex wife Whitney Duan, Jack Ma, the lady tennis star Peng Shuai, @AmbQinGang , Bao Fan, etc… The list goes on. I think whether Qin comes back or not is beyond the point now. It looks terrible and it just reflects the current state of China overall: 1. Past customs have been abandoned. No one knows what are the new rules of the game. Thus, there are a lot of uncertainty for everyone 2. Decisions are made in secrecy, no transparency and no open process, from Qin’s rapid rise thru the ranks to his downfall today. Everyone is trying to read thru the tea leaves, including senior ccp bureaucrats.
Implications
⁃It reflects terribly on Xi. Xi ignored and overruled protocols in Qin’s promotions. He’s indecisive and incompetent in handling the current situation. One would think any adm would be more competent: prep the storyline, appoint a successor or get him out, all in quick succession. Any execution is better than having the nation’s foreign minister disappears for weeks, refuse to answer questions about his status and keep the entire world on suspense.
⁃This would paralysis the entire ccp bureaucracy, esp the foreign ministry. Heads will roll in the ministry with his downfall. To all bureaucrats in the ccp system, the case shows them that no one is safe. Qin was supposedly Xi’s favorite. What does it mean to be close to Xi? Qin was appointed State Councilor only 4 months ago.
⁃To the world: It demonstrates current state of China. It is an abnormal state. It is an unpredictable state.
⁃Going forward : Everyone will focus on the next appointment, again trying to read tea leave. What would the next appointment signal? Questions would be raised: How serious should one take this foreign minister? Will this one last? what’s his standing in the decision making process of China’s foreign policy?
