5/ Third, all of this must rest on a coordinated European defence industry wherever possible and draw on capabilities from diversified, allied sources if needed.
As Europe rearms, the real vulnerability is not on tanks or missiles but the software and networks behind them.
The union can import weapons but it cannot afford to outsource the digital systems that make modern military power possible.
Europe must control the layers that could halt or blind an operation: mission software, encrypted data links, satellite services, software updates, AI compute, defence cloud infrastructure and critical components for which there is no timely substitute.
The task is to design the dependence, not to abolish it.
