A real concern: Admin I genuinely worry that within the next 10–15 years, Uganda could experience a Zimbabwe-like economic crisis. And I don't say that casually. I am currently close enough to Uganda's oil sector to sit in big meetings and hear some of the conversations around our oil. And frankly, some of what i hear should worry you.
Uganda is not the first country to discover that there is liquid gold beneath our feet. The problem is that discovering oil does not automatically make us richer. For some countries, oil transformed their economies. For many others, it became a curse. In our field we call it the resource curse:
People start treating future oil revenue as if it is already sitting in the bank. Government begins spending on a scale it could never previously afford. More borrowing is justified because "oil is coming." Huge projects and huge budgets create huge opportunities for waste and corruption. And then, when oil revenues disappoint, production falls short, prices crash, debts mature or the money simply gets mismanaged, the whole country's economy goes down with it.
And this is what worries me about those meetings. We haven't even started earning meaningful revenue from our oil yet, and already there's deals being struck against the oil. There are already discussions being made around money that ultimately depends on oil that Uganda has not yet produced.
