Russia signed Peace Pact with Chechenia in 1997, then was weak.
After that Russia regrouped and reorganised, collected weapons and solders.
Then Rus FSB exploded civil houses in 1999 as shown by @DavidSatter , blamed Chechens & Russia started 2nd Russian Chechen war.

It’s very important that Putin now does not get a halt in hostilities in Ukraine under the disguise of “negotiations” and “ceasefire.”
Even if he suggests that Ukraine gets Kherson for that.
He will use the pause to regroup, regain the lost strength and attack again in March.
