TERI convened a timely and high-impact thematic session at WSDS 2026 on “Accelerating AgriPV in India: From Pilots to Policy-Led Scale-Up”
The session brought together leaders from government, multilateral institutions, industry, philanthropy, research, and implementation agencies to discuss how India can move agrivoltaics (AgriPV) from promising pilots to scalable policy and market pathways.
Key highlights from the session
1️⃣ AgriPV was framed as a dual-use land strategy, helping address the food–energy–land challenge through better land-use design rather than treating agriculture and solar as competing uses.
2️⃣ The need for farmer-centric models, risk guarantees, grid integration, and evidence-backed crop research was exphasized.
3️⃣ AgriPV should be seen not only as an energy solution but also as a livelihood, resilience, and rural development pathway, with implications for:
▪️crop productivity and climate adaptation.
▪️farmer incomes
▪️women’s livelihoods
▪️local health and environmental benefits
▪️distributed energy access

Shri @SantoshSarangii, Secretary, Ministry of New and Renewable Energy (@mnreindia), noted that agrivoltaics represents a significant new frontier in India’s renewable energy transition and has the potential to become one of the largest AgriPV interventions globally. He highlighted that the government is planning viability gap funding and capital subsidy support to incentivize farmers and accelerate adoption.

The session on ‘Accelerating Clean Energy Solutions’ explored how multi-level governance and public-private partnerships can accelerate decentralized energy solutions like micro-grids and rooftop solar. Moderated by Ms Priya Shankar, India Director, Climate and Environment Program, @BloombergDotOrg, it was held on day three of WSDS 2026.
Ambassador Arne Walther, Former Secretary General of the @IEF_Dialogue and Former Chairman, International Energy Agency, stated, "National governments provide the regulatory frameworks, but states and cities are the 'feet on the ground' where energy delivery meets local reality."
Ms Ita Kettleborough, Director, @ETC_energy, shared, “A 2.5°C path is a choice, not a destiny. Despite the setbacks and missed targets, the good news is that the technology for a clean energy transition already exists.”
Ms @salgueiro_luisa, Mayor, Municipality of Matosinhos, Portugal, noted, “Multi-level ambition means refusing to wait for the slowest mover. By pulling our 2050 targets forward to 2030, we are proving that climate neutrality is a political choice.” Ms Anjali Acharya, Managing Director, The Nature Conservancy India, highlighted, “The math of India’s energy transition is staggering: 50 GW of new solar and wind every single year. At this scale, land has become the defining issue of the transition.”
Mr Himal Tewari, Chief Human Resource Officer, Chief Sustainability & Corporate Social Responsibility, @TataPower, added, “You can have all the solar and wind in the world, but if your distribution utility isn't healthy, the energy transition stops at the last mile.” Mr Sharad Pungalia, Country Head, Gentari India, said, “Energy storage is no longer an optional add-on; it is an integral part of our energy future. By combining solar, wind, battery storage, and pumped hydro, we are now delivering 650 MW RTC solutions for green hydrogen.”
Ms Nameeta Prasad, Joint Secretary, @moefcc, observed, “Green energy in the Himalayas is moving from ‘pilot’ to ‘permanent.’ We’ve seen the success of small standalone projects; now we need the investment to take them to scale. It’s about more than just power—it’s about giving Himalayan communities the tools to drive their own sustainable future.”
