Especially given the TV exposure

* retain latent prints for 2-3 weeks* be big enough to leave fingerprints and palmprints
* be lightweight and not fragile due to transportation and health & safety

It looks as though the guy at the front is looking at files labelled 20. So I am guessing that these are in some kind if Criminal Record Number order and not Henry Classification; so these would be persons first convicted in 1920 and they'd be recidivist copies
