They want to live where their friends are, go to the places they already know and enjoy, not disrupt the social circle and education of their family, etc. Easy to threaten to move in response to taxes, much harder to do it.

@benryanwriter Isn’t under inclusion of some people who deserve it worse than over inclusion of some people who don’t? If the system isn’t going to work perfectly (and what system does?) I’d rather it be biased towards inclusion than biased towards shutting people out.
