2024 was the deadliest year ever for humanitarian workers, and 2025 is proving even worse. Aid workers—whose only mission is to save lives—are being killed, silenced, and forgotten. Violations of International Humanitarian Law (IHL) are widespread, yet every breach is met with impunity and political silence.
The very space for humanitarian action is shrinking. Politicised aid, restrictive laws, and disinformation are creating new barriers, while attacks on staff, convoys, and facilities force organisations to suspend operations. Local responders, who are often first on the ground, face the greatest risks and receive the least protection.
At the same time, a record $37 billion funding gap in 2025 has left humanitarian operations dangerously under-resourced. Without flexible, unconditional, and direct funding—especially for local organisations—life-saving assistance will continue to be cut off for millions.
We must protect those who protect humanity. End impunity and enforce IHL with no exceptions. Fund humanitarian response fully, fairly, and without political strings—before more lives are lost.
