Why the NPF Opposes 1951 as the NRC Base Year

The NPF's opposition to 1951 is not about citizenship, but about land, Greater Nagalim, and delimitation.

1. 1951 Census Disproves the Exclusive Naga Homeland Claim

As per 1951 records:
Ukhrul - 334 villages: Tangkhul 118 (35%), Kuki 194 (58%)
Tamenglong - 306 villages: Zeliangrong 133 (43%), Kuki 173 (56%)

In 1951, Ukhrul and Tamenglong were Kuki-majority circles, not Tangkhul or Zeliangrong districts. If 1951 is adopted as the base year, Kukis become legally indigenous under Article 371C. This challenges the claim that Ukhrul HQ, Phaisat, Tengnoupal and Mombi are exclusive Naga ancestral lands and contradicts the Greater Nagalim map.

2. Delimitation Fear

Manipur is set for Census and Delimitation in 2027. Many Naga-majority seats were created after Kuki villages were deleted from the rolls post-1990s. If the 1951 rolls are restored, Ukhrul and Tamenglong will no longer have 100% Naga voters, but 40% Naga and 60% Kuki. The NPF/UNC risks losing seats. Hence, the NPF supports "No Census before NRC" — to delete Kuki voters in the valley using 1951, without restoring Kuki voters in the hills.

3. Myanmar Connection

Many Naga families migrated from the Somra Tract, Layshi and Homlin in Myanmar after the 1950s. A strict 1951 cut-off would also render them foreigners. The NPF opposed NRC in Nagaland in 2023 for the same reason, stating, "NRC will divide the Naga family across the border." The demand is selective — 1951 for Kuki-Zo only.

4. Land Grab

In the valley, 1951 is used to evict Kukis as encroachers. In the hills, the absence of 1951 records is used to occupy Kuki lands such as Litan Sareikhong and Mombi/Lonpi, which were recorded as Kuki villages in 1951 but are now shown as Naga areas. An NRC survey would have to acknowledge this.

5. Future: Cancelling ST Status

If a Kuki cannot produce 1951 documents lost during the 1992 violence:
1. Declare him non-indigenous,
2. Petition the NCST to cancel his ST certificate,
3. Remove Article 371C protection,
4. Convert his jhum land into general land for sale.

With 611 Kuki villages, prime hill land would become a land bank for contractors.

Question to the NPF: If Kukis are foreigners post-1951, where did 194 Kuki villages in Ukhrul come from in the 1951 Census? Where are they today? If they no longer exist, who occupies that land and under what law?

The NPF opposes 1951 because the 1951 data itself is a chargesheet against its history of land appropriation.

Ironically, NSCN-IM involved in killings & burnings were never raided—got helicopter help when injured while attacking Kuki villages. Today, 8 KLA cadres arrested & 7 weapons seized for SoO violations. This shows Naga militants enjoy full protection from CRPF & Manipur Police.
