I’ve been in the room with Putin. He calls Ukrainians “Russians with accents.” His real fear isn’t NATO expansion, it’s democracy expansion. It shatters his entire argument for dictatorship at home. Because if Ukrainians embrace freedom, Russians may demand the same. Clip from this weekend's talk with @AVindman at the 2025 @TexasTribune Festival.
The ”peace plan” for Ukraine is a chatastrophy not only for Ukraine and it’s citizens but for all of democratic world. If we repeat the mistakes from the past such as showing weakness and ignorance in 2014 when Russia annaxed Crimea, we will find only more aggression and conflicts ahead of us. The authoritarian mindset understands only strenght and deterrence.
This is not a peace plan. It is a proposal that weakens Ukraine and divides America from Europe, preparing the way for a larger war in the future. In the meantime, it benefits unnamed Russian and American investors, at the expense of everyone else.

The Netherlands is one of the most principled defenders of life – a nation that truly supports our defense, our resilience, and, importantly, our work to achieve justice.
Today, the Prime Minister of the Netherlands @MinPres, Mr. Schoof, is in Ukraine, and I am grateful for the consistent attention and support for Ukraine. We discussed many pressing issues. Above all, our focus was on Ukraine’s defense and military projects, pressure on the Russian Federation and ensuring accountability for its crimes, political cooperation, and support for our people in energy challenges.
I am thankful to the Netherlands for their continued readiness to stand with Ukraine and all Europeans in defending our shared values and our lives.
On June 25 in Strasbourg, President of Ukraine Volodymyr Zelenskyy and Secretary General of the @coe Alain Berset signed the Agreement between Ukraine and the Council of Europe on the establishment of the Special Tribunal for the Crime of Aggression against Ukraine.
The Agreement, which includes the Statute of the Special Tribunal as an integral annex, officially launches a new, independent international legal mechanism aimed at bringing to justice the highest political and military leadership of the Russian Federation for the crime of aggression—namely, for the very act of invading the territory of Ukraine back in February 2014.
The Special Tribunal is the first international judicial body since World War II with jurisdiction to investigate and prosecute individuals, regardless of their position, suspected of committing the crime of aggression.
The establishment of the Tribunal marks the culmination of years of legal work by Ukraine, its partner countries, the Council of Europe, and the European Union to ensure justice for the victims of Russian aggression.
The Tribunal will complement the architecture of international criminal justice, and its establishment sends a clear signal that accountability is inevitable for those who violate the fundamental norms of international law and seek to destroy entire nations.
I warmly welcome the agreement signed between President @ZelenskyyUa and @coe to establish the Special Tribunal for the crime of aggression.
The agressors will need to face the judges.
And justice will prevail.
Just now, President of Ukraine @ZelenskyyUa and Secretary General of @coe@alain_berset signed an Agreement to establish the Special Tribunal for the Crime of Aggression against Ukraine.
This is a historic moment not only for Ukraine but also for global justice.
Russia’s full-scale war against Ukraine is the gravest breach of international law in Europe since WWII. For the first time in decades, the Special Tribunal will be launched to prosecute the crime of aggression.
Putin and his accomplices must know that justice is inevitable.
I am grateful to all partners in the Core Group, the EU, all lawyers, diplomats, and politicians, who enabled this result. But first and foremost to the Council of Europe and its Secretary General Alain Berset who played the central role.
History was made tonight! President @ZelenskyyUa and SG Berset of the @coe just signed the Special Tribunal for the Crime of Aggression against #Ukraine🇺🇦 into being. The international community will hold those responsible for Russia’s illegal war against Ukraine to account.
The Council of Europe and Ukraine sign an Agreement on establishing a Special Tribunal for the Crime of Aggression against Ukraine.
Its mission: prosecute senior leaders for the unlawful use of force against Ukraine, upholding international law & accountability.
Ukraine is preparing to sign the agreement with the Council of Europe establishing the Special Tribunal for the Crime of Aggression against Ukraine.
This Tribunal is essential to restoring the international legal order and ensuring accountability for the crime of aggression.
The Special Tribunal will hold Russia’s political and military leadership accountable—including Putin and others at the highest levels of power.
The planning and execution of this war of choice against Ukraine cannot go unpunished. Justice for everyone involved, regardless of their position or title, is inevitable.
I am grateful to His Majesty King Willem-Alexander of the Netherlands for the audience.
During our conversation, I emphasized that Russia continues its aggression against Ukraine and shows no intention of stopping. That is why strong and coordinated pressure on the Russian Federation is needed, including through sanctions.
I thank the Netherlands for helping consolidate international efforts to establish an effective mechanism for holding Russia accountable, and I extend my personal gratitude to His Majesty King Willem-Alexander and Her Majesty Queen Máxima for their support of Ukraine and of the Ukrainians who have found refuge in the Netherlands during the war.
🇺🇦🇳🇱
Justice for Ukraine will not wait: President @ZelenskyyUa and SG @alain_berset will sign an agreement tomorrow in Strasbourg to establish the Special Tribunal for the Crime of Aggression Against #Ukraine.

I had a productive meeting with my Dutch friend @ministerBZ and thanked him for the invitation and hospitality at the NATO Summit in The Hague.
We appreciate the Netherlands' unwavering support, including the recent delivery of F-16s and the new €175 million military aid package announced today.
We discussed the anticipated outcomes of this week’s NATO and EU summits. We both agreed they need to project unity and strength.
Against the backdrop of Russia’s intensified air terror against Ukraine, we agreed to work together to further enhance Ukraine’s air defense capabilities.
We also focused on scaling up defense assistance to Ukraine, enhancing cooperation in drone production, and further increasing pressure on Russia through new sanctions and mechanisms of accountability.
