Blue Cross Blue Shield of Michigan is shifting the cost of repeated claim denial appeals onto hospitals. If an external review upholds BCBS’s decision, the hospital pays for the review. If overturned, BCBS covers the cost.

With 85% of second-level appeals in 2024 supporting BCBS’s original decision, this policy could reduce unnecessary appeals but may also create a financial barrier for hospitals challenging reimbursement decisions. This move reflects a broader trend of insurers tightening control over payment disputes, reshaping the dynamics between payers and providers.
