Broken windows policing is alive and well in NYC summons court. Most of the cases assigned counsel have handled this morning are fare beat or marijuana cases. The DA wouldn’t prosecute them, but NYPD keeps writing the summonses, and the Hearing Officers here won't dismiss them.
