A few replies have said free speech protects what's in this clip, so here's a quick explainer on how I understand the law actually works.
Freedom of expression (Article 10 of the European Convention on Human Rights) and freedom of assembly (Article 11) are qualified rights. Article 10(2) states that free expression "carries with it duties and responsibilities" and allows restrictions that are prescribed by law and necessary in a democratic society, including to prevent disorder or crime and protect the rights of others. Article 11(2) is framed the same way.
At the extreme end, Article 17 bars anyone from relying on Convention rights to destroy the rights and freedoms of others. In Norwood v UK (2004), a BNP member convicted over a poster linking Muslims to 9/11 was told he couldn't rely on Article 10 at all. Most cases never get that far, and are decided by asking whether a restriction is lawful and proportionate.
The clip looks like it's from the Sheffield Patriots march and SCARF counter-protest on 26 September, which finished at the station. A march is an assembly, so Article 11 is engaged, but it only protects peaceful assembly and can still be restricted. Police had already imposed conditions on both sides limiting when they could gather at the station, which is how Article 11 is ordinarily restricted. One woman shouting at another is a separate question under Article 10.
UK law already strikes that balance. Threatening or abusive words that cause, or are likely to cause, harassment, alarm or distress are offences under the Public Order Act 1986, and s.28 of the Crime and Disorder Act 1998 makes them racially aggravated where the offender shows hostility based on the victim's racial group, which the Act defines to include nationality, citizenship and national origins. It also covers presumed membership, so it doesn't matter whether the person targeted is actually British.
The audio isn't good, so I can't be certain exactly what was said, though it sounds something like "you're not English/British". Protest speech carries real weight under Article 10, and chants and flags aimed at the other side are one thing. Getting in one person's face to tell her she doesn't belong here because of how she looks is another, and it can be exactly the kind of conduct those laws exist to address, depending on the words used and how they were delivered.
So when I say "do something", I'm not asking anyone to tear up the Human Rights Act or invent new powers. I'm asking for existing law to be enforced, and for politicians to stop feeding the idea that some citizens are less British than others.
Everyone is free to hold and argue for ugly opinions, including about nationality. Nobody is free to use threatening or abusive behaviour against someone because of who they think she is, and her right to walk down the street without that deserves as much protection as anyone's right to speak.

Yesterday, I found out the Labour Party was smearing me to The Times. They insinuated that I was sexist and unfairly ascribing views to Sagal Abdi-Wali, Labour’s candidate for Holborn & St Pancras, because I have published factually accurate, hard-hitting investigations into her political record and associations.
This is the second time the Labour Party has smeared me because of my factually accurate reporting exposing and scrutinising Labour Party politicians and officials.
It is obvious to me why they’re doing it – because they’re scared that voters in Holborn & St Pancras will find out the truth about Sagal Abdi-Wali and vote accordingly.
And they’re right to be scared. There is overwhelming evidence that there are serious questions to be asked about Sagal’s history, her funding, her political record, her political affiliations, her own conduct during this campaign, and her campaign’s repeated attempts to smear both journalists and local Muslim community groups.
It seems to me that the only correct response is to set out everything we know about Sagal’s political history and record, which I do in a mega-thread below. The Labour Party would rather you not know this – so please share this widely everywhere you can, and particularly with voters in Holborn & St Pancras. They need to know who they are voting for.
One last thing: I have repeatedly put right of replies and questions to Sagal’s campaign. They have never – not once – responded to a right of reply I have sent prior to publication. They have never raised issues with factual accuracy or balance.
And this is a pattern – multiple journalists have now raised concerns that Sagal and her campaign have been dodging proper scrutiny. Considering how she has failed to respond to Camden residents experiencing serious housing problems, and those requesting expressions of solidarity with the people of Palestine, that’s perhaps not surprising.
