He also worked as Senior Defense and Security Advisor to President Kagame, and as Chief of Defence Staff of the Rwanda Defence Force.

I commissioned new officer cadets at Kabamba today. I congratulate the new officers on their achievement and also thank the Chief of Defense Forces (CDF) and his commanders for the excellent work they have done in training the officers. With the new officers, as well as all the other serving officers and men in the Uganda People's Defense Force (UPDF), there are four words I left with them:
1. Health (Afya)– Look after yourselves.
2. Discipline (Nidhamu)– You cannot be a soldier if you are not disciplined. It is discipline that allows you to coordinate with all the other soldiers.
3. Patriotism (Uzalendo)– You cannot be an army of Uganda if you have a colonial mentality of inferiority complex or dependence. It is very important for you to know why you are a soldier of Uganda (understanding our principles: Patriotism, Pan-Africanism, Socio-Economic Transformation, Democracy).
4. Knowledge (Utalaamu)– You must be very knowledgeable in military matters (warfare). You need to understand modern warfare.
