📷BREAKING: A man tied to at least $36 million in Minnesota taxpayer-funded group homes was simultaneously living in Liberia and serving as a high-ranking government official there.

Sekou Dukuly remained listed as the licensed director responsible for day-to-day operations at multiple group homes caring for vulnerable adults in Minnesota — even while working as managing director of Liberia’s state-owned port system more than 5,000 miles away.

State investigators had already documented neglect in multiple cases tied to Dukuly-linked homes, including incidents involving resident deaths. Companies connected to him collected tens of millions in Medicaid and state payments over the past decade.

When a reporter contacted him, Dukuly quickly removed himself as director from two of the facilities.
He has not been charged with fraud. That fact only sharpens the larger question:

How does Minnesota continue funneling millions into programs where basic red flags — including a director living on another continent — go unaddressed until journalists investigate?
