This cartoon is going to increasingly make sense in Uganda’s politics (and theft). One of the political propaganda tactics is to deploy a boogeyman. They discovered what many Ugandans fear, and they are exploiting it maximally. Watch keenly.
If you read Animal Farm, you may recall how the pigs often tamed other animals by scaring them that Mr Jones would return. They also often attributed their wrongs to machinations of Mr Jones (humans) who lived on a neighbouring farm. If not, then it was the exiled Snowball. It always had to be someone else, apart from the exploitative pigs themselves.
Habibi, there was some drama at @Parliament_Ug today morning. The Speaker came to the house and tried to carry on with business as usual. The LoP, @JoelSsenyonyi rose on a procedural issue & asked the speaker to make a pronouncement on the issues raised by #UgandaParliamentExhibition.
The speaker couldn't take it. She began by patronising Joel saying that work at Lubowa Hospital has started & it's all thanks to him. They said, being a special sitting, they need to lay ministerial policy statements first, then turn to other issues. Joel tried protested, but being the gentleman he is, he sat down.
Then came Kampala central MP, Muhammed Nsereko, his submission was that since the speaker had made a pronouncement, they had to move on. Sarah Opendi rose up and made a similar argument.
At this point, Honourable Ssekikubo who had been boiling for a while, having asked to speak and been ignored became restless. The Speaker, perhaps fearing that Ssekikubo was about to explode, allowed him to Speak. The Lwemiyaga MP went on to start from where Joel had stopped. He wondered why the Speaker was setting the cart before the horse by having trivial issues discussed before the elephant in the room: the allegations against Parliament.
Some MPs tried to shut him down. The Speaker urged him to continue saying it was a procedural issue. He went on and on, eloquently putting his arguments across on why the Speaker should have started with a statement in response to #UgandaParliamentExhibition.
Then, the Speaker jumped in. “Sit and i give you an answer” she told the MP. Reluctantly, Ssekikubo went back to his seat.
Then the Speaker said she will NEVER respond to HEARSAY cooked by people who are angry that she said no to “BUM SHAFTING” (meaning homosexauls).
The house went on to discuss the policy statements, and it turned into issues of Entebbe airport and airfields with most MPs saying the airfields in their areas are dilapidated. The Speaker joined them in complaining about the state of Soroti airfield whose land, she said, is being grabbed.
Habibi, just like that, the house adjourned without discussing the issues around #UgandaParliamentExhibition
