Because an actual free market allows disruptions from new entrants fighting to provide a better product for the same or lesser cost. Government controls disruption through the cost of regulation. The FDA that prevents a few kids from dying by health regulation on baby formula is the same one that allowed industrial waste product to color our food.

This is the case with many of the states you’re talking about. In those cases to register you will still need a valid birth certificate or passport.
