It's systematic obstruction, and it's illegal under Government Code 792.500.
More importantly, that's not even close to the scandal here. Notice something: not only is the identity of the judge kept secret, but the "reprimand" is private. Not only that, we aren't even told which *state* this occurred in. Everything is kept secret, swept under the rug.

LAPD rationalized calling me a “Black fool” as stress release:
