DEPUTY IGG TO MINISTRY OF HEALTH TOP MANAGEMENT: BUILDING HIGH PERFORMING INSTITUTIONS BEGINS WITH ACCOUNTABLE LEADERSHIP
The Deputy Inspector General of Government (DIGG), @AnneTwino , has called upon the @MinofHealthUG top management to embrace accountable leadership as the cornerstone of building a resilient, high-performing, and effective health sector.
@AnneTwino observed that while sound systems and procedures lay the foundation for good governance, it is ultimately accountable leadership that determines an institution's capacity to deliver quality, reliable, and citizen-centred services.
"Policies do not implement themselves. Systems do not enforce themselves. It is leaders who shape organisational culture, influence behaviour, and determine whether accountability becomes part of everyday practice," she stated.
@AnneTwino made these remarks during a presentation titled "Strengthening Accountability and Transparency: Reflections for the Health Sector" at the @MinofHealthUG Top Management Retreat held in Kampala.
The retreat brought together senior officials to review progress on strategic priorities and agree on actions to strengthen health service delivery and institutional performance.
To promote effective service delivery, @AnneTwino challenged the @MinofHealthUG top technocrats to be deliberate in building strong, sustainable institutions that outlive individual office holders.
She urged them to prioritise systems that serve the public interest rather than personal gain, ensuring that their leadership legacy continues to benefit future generations long after they have left office.
Citing leadership expert John Maxwell's famous assertion that "everything rises and falls on leadership," the DIGG reminded the Ministry's top management that the future of Uganda's health system rests largely in their hands.
She emphasised that the lifeline of the health sector depends, in many ways, on the quality of the decisions they make daily, decisions that have the power to strengthen the system and improve the lives of millions of Ugandans.
"You therefore have a responsibility to ensure that public resources are managed prudently, procurement processes are conducted fairly, complaints are addressed promptly, and staff are supported to perform effectively," she stressed.
She further underscored that leadership requires creating an environment in which staff feel confident to raise concerns without fear of victimisation. Whistleblowers and internal auditors, she noted, should be viewed as partners in improving governance rather than obstacles to management.
Ms. Muhairwe assured the officials that the @IGGUganda stands ready to partner with the Ministry of Health in building systems that prevent failure, protect public resources, and elevate service delivery.
"Your country is counting on your execution, not just your deliberation. I trust that my candour will not simply be heard, but translated into decisive action that elevates service delivery," she said.
"My aim was to speak to both your intellect and conscience, so that when you leave this retreat, you carry with you a renewed sense of duty to our nation."
The Minister for Health, Hon. @CHRISBARYOMUNS1 , commended the DIGG for her presentation and called upon his fellow leaders to take decisive action on the issues raised.
"The @MinofHealthUG remains committed to partnering with the @IGGUganda to build an accountable health system in the country," the Minister affirmed.
As the new financial year begins, @AnneTwino message offers the @MinofHealthUG top leadership a timely opportunity to strengthen institutional systems and close governance gaps that, if left unaddressed, could erode the gains achieved over the years.
Her message was a call for transformational leadership rooted in integrity, accountability, and service above self one that places the well-being of citizens at the heart of every decision and action.
The engagement underscored the @IGGUganda 's continued commitment to building robust governance systems that promote accountability, transparency, and integrity among public officers, thereby strengthening institutions and improving service delivery across the public sector.

SEVEN SENIOR PARLIAMENT OFFICIALS FURTHER REMANDED TO LUZIRA PRISON
The Anti-Corruption Court has further remanded seven senior @Parliament_Ug officials until 27th July, 2026, as the State completes investigations and prepares committal proceedings.
The officials arrested last week by @IGGUganda are facing charges filed by the same institution, including embezzlement, causing financial loss to the government, and money laundering.
Court presided over by Grade One Magistrate, Esther Asiimwe, declined to entertain bail applications because some of the officials are facing money laundering charges, offences that fall exclusively under the jurisdiction of the High Court.
The officials include; Mr. @ChrisObore1 , Director Communications, Mr. Adilo Daniel, Director Human Resource, Mr. Okema Leonard, Executive Secretary, Office of Speaker, and Mr. Rajab Kaaya Ssemalulu, Principal Research Officer.
Others are; Mr. Okwi Emmanuel Emuron, Principal Protocol Officer, Mr. Otebata Vincent, Capacity Development Officer, and Mr. Murebe Methods, Chief Executive Officer, Uganda Parliamentary Cooperative Savings & Credit Society Ltd (SACCO).
