Health Security is where public health meets law enforcement. These are "Over the Horizon" programs in both non-title 50 & IC Agencies.

@DOGE California gets more federal dollars than other states for these project slush funds. Contract money slush funds are well known to be shady. Where are the IGs to validate the congressional appropriation of contract dollars? Grant dollars=gift, Contract Money can be investigated!
