We are grateful to @RepGarbarino for his recognition of the impact of the FHLBanks’ foundational liquidity mission and the stabilizing role access to our funding provides the broad financial system. We also appreciate the Committee's discussion on ways to continue to ensure the FHLBanks are positioned to meet the needs of America’s local lenders and the communities we all serve, as we have for nearly a century.
Happy to join yesterday’s @FinancialCmte hearing to discuss how Federal Home Loan Banks help provide stability to our financial system during times of economic distress.
For nearly a century, FHLBanks have served as an important source of liquidity when our financial system needs it most.

The FHLBNY was thrilled to join @SenatorAndyKim and our partners at Valley Bank to tour Fairmount Crossing, a new rental development that will bring 70 affordable homes to Newark. In 2022, we joined with Valley to award the Urban League of Essex County a $1.5 million Affordable Housing Program grant to help fund the initiative. We are proud to partner with our members to support those who are driving housing creation across our District and beyond.
Last week, I met with leadership of the Valley National Bank and Urban League of Essex County, members of the Federal Home Loan Bank of New York, to tour one of their affordable housing units in Newark, NJ.
Building affordable units like these is crucial to addressing the housing crisis in our country.
That’s why we must pass the 21st Century ROAD to Housing Act that aims to boost supply of affordable housing while lowering costs on American families. I'm proud to have authored several provisions in this package that will address the housing crisis that is hurting families across New Jersey.
The Federal Home Loan Bank of New York has launched the 2026 round of our 0% Development Advance (ZDA) Program with $10 million in subsidized funding in the form of interest-rate credits available to members to help fund initiatives that create affordable homes, help sustain local economies, and foster job opportunities.
Members can utilize the ZDA Program to assist in originating or purchasing loans or investments that meet one of the eligibility criteria under our Business Development Advance, Energy Development Advance, Infrastructure Development Advance, Tribal Development Advance, or Housing Development Advance.

Breaking ground on this account with today’s groundbreaking ceremony for The Residence of St. Martin of Tours, which will create 25 affordable apartments for veterans and their families in Newark, New Jersey. The FHLBNY partnered with our member, Provident Bank, to award Domus Corporation with a $1 million Affordable Housing Program grant to help fund construction.
Partnership was a key theme of the event, which highlighted the many hands that work together to build affordable housing. Through the AHP, we are proud to stand alongside these stakeholders for the common purpose of creating opportunities for others. As stated by our CEO Randy Snook, at the FHLBNY, we know that a safe, stable and affordable home is the foundation from which we grow as individuals, families and communities.
