FMDV at the UCLG Congress | Entering the Territorial Age of Finance 🌍
From 22 to 25 June 2026, the UCLG World Congress in Tangier will be a defining moment for local and regional governments to articulate a shared vision for the next generation of local public action, development finance, and service delivery.
At the heart of this vision is a clear commitment: to advance a new finance shaped from territories, rooted in rights, solidarity, care, justice, and shared prosperity.
🏛️ Local and regional governments already carry essential responsibilities: delivering public services, organizing care, advancing climate resilience, and supporting housing, food systems, and health. Yet these mandates must be matched with the means to deliver them: fiscal space, predictable resources, fair revenue systems, institutional recognition, and the financial architecture needed to turn territorial priorities into investment pathways.
💬 At the Congress, FMDV will contribute to several key moments focused on localizing finance. From high-level political dialogues and SDG implementation spaces to dedicated roundtables on territorial finance and climate action, these sessions will explore how finance can become more equitable, affordable, long-term, flexible, and accountable to territorial priorities.
🎉 The Congress will also mark an important milestone for FMDV as we celebrate 15 years of collective action, partnerships, and advocacy for localizing finance to advance the financial architecture we need and seize the territorial opportunity for transformation and transition.

Joint Declaration DPS–RIPESS–FMDV | A major step forward for the transition.
Yesterday in #SantaMarta, Colombia, a new perspective was brought into the global conversation on transitioning away from fossil fuels. Through a joint declaration with the Colombian Department for Social Prosperity (@ProsperidadCol) and @ripessglobal RIPESS – International Network for Social and Solidarity Promotion, we emphasize: the transition will be delivered from the ground up, through territories, real economies, and systems that work.
Presented at the First Conference on the Transition Away from Fossil Fuels (#TAFF), this contribution reflects a turning point. We are no longer only discussing commitments, but designing and deploying implementation architectures.

🔑 A new generation of Country Platforms arising
We are advancing Country Platforms for Localizing Finance (#CPLFs) as a new generation of country platforms in Colombia:
• grounded in territorial demand and real-economy transformation, yet fully connected to the national strategies and plans
• structured through subnational development banks and social & solidarity finance systems
• operationalized via #FinHubs, transforming local initiatives into investable portfolios.
Already in motion in Cameroon 🇨🇲 and Madagascar 🇲🇬, and now in Colombia 🇨🇴, these platforms are building the economy and finance systems we need, from the last mile, up and out.
🌐 Recognized, scalable, and ready
This approach is no longer emerging from the margins:
✔️ Recognized within the Sevilla Platform for Action (SPA) and the Global Climate Action Agenda (GCAA)
✔️ Registered on NAZCA / UNFCCC
✔️ Supported by partners including the European Union and ADEME
✔️ Connected to the Global Alliance of Subnational Development Banks and its regional chapters in Africa and LAC
This is no longer just a conversation. It’s a powerful alliance, uniting national authorities, local governments, Subnational Development Banks, and social economy actors. Together, we’re structuring the transition.
• National authorities set direction and frameworks, while financial institutions organize and channel capital.
• Local and regional governments play a pivotal role in shaping demand and structuring markets through public procurement, local taxation frameworks, and the provision of essential public services, influencing investment flows, economic behaviors, and the pace of transition.
• Social and solidarity economy and finance actors anchor the transition in real economies. They operate in line with principles of inclusion, participation, long-term value creation, and community ownership, and provide the operational capacity to translate investment into jobs, services, and sustainable value chains.
This collective effort ensures the transition remains socially legitimate, economically viable, and scalable.
⚡ Why this matters for TAFF
The Transition Away from Fossil Fuels (#TAFF) agenda raises a central question: How do we replace fossil-based economies with credible alternatives, fast enough?
Our answer:
👉 by structuring last-mile economy and finance systems
👉 by aligning local and regional governments + social and solidarity economy actors + credible and coordinated financial intermediaries
👉 by building systems that generate sustainable and just jobs, value chains, and resilience in territories
This is where the transition becomes real.

🌎 Advancing Country Platforms for Localizing Finance and Subnational Development Banks in the FfD and TAFF Agendas
Two international milestones are coming up: the 2026 ECOSOC Forum on Financing for Development (#FfD) Follow‑Up in New York and the First Conference on Transitioning Away from Fossil Fuels (#TAFF) in Santa Marta, Colombia.
Both the FfD and TAFF agendas cannot be advanced without the delivery systems that turn national intent into territorial implementation at scale, while embedding procedural and distributive justice through governance models that institutionalize participation, ownership, innovation, and accountability.
Core recommendations from FMDV and @RIPESSEurope to the TAFF process:
1. The “Last-Mile Finance” – Reforming the financial architecture to enable localised, programmatic, and portfolio-based financing systems that effectively reach subnational governments, local MSMEs, informal businesses, social and solidarity economy entities, and communities through dedicated financial intermediation;
2. The “Last-Mile Economy” – Transforming economic systems by supporting models that are locally anchored, socially inclusive, environmentally sustainable, and aligned with long-term resilience; giving Local and Regional Governments and local stakeholders the fit-for-purpose and disruptive economic framework and mechanisms.
Together with our partners, FMDV is also supporting three high-level sessions that showcase the approach of Country Platforms for Localizing Finance and the Global Alliance of Subnational Development Banks – the two flagship initiatives on the Sevilla Platform for Action.
