@HunterPrague It goes on to say that documents and residence status are the only thing that determine whether someone has entered the country illegally, and so that is what they are checking.
@HunterPrague They're not trying to say that German citizens need permission, they're saying that they can't enter illegally, ie they will always be allowed to enter because they are citizens. It's a bit Amtsdeutsch!
