Yesterday, Amb. @AuroreMimosa welcomed Mme Yonat Tony Miriam Listenberg, the Director of the Tony Football Excellence Program (TFEP) and Yvan Rutikanga for a courtesy visit, following Rutikanga’s invitation to undertake a football trial with AS Red Black Luxembourg.

Their discussions focused on Rutikanga’s sporting and educational development, youth integration, and opportunities to strengthen football partnerships and talent development between Rwanda and Luxembourg.

Behavior change begins with the state agencies . State institutions set the highest standard of service delivery, transparency, accountability and integrity because citizens are more likely to follow what public institutions practice than what they merely preach.

A taxpayer is expected to comply fully with tax obligations and any delay or omission often results in fines and penalties. Yet the same principle should apply to public institutions. Why should taxpayers be penalized for late payments or filing errors while they have to wait indefinitely for legitimate tax refunds such as VAT (TVA) and Withholding Tax (WHT)?

Tax administration should not be driven solely by enforcement, fines and penalties. It should also be guided by fairness, efficiency and reciprocity. If a taxpayer owes the tax authority, payment is expected immediately. Likewise, when the tax authority owes a taxpayer, refunds should be processed promptly and proactively.

This is especially important at a time when businesses are operating under significant economic pressure due to global uncertainties. Delayed tax refunds tie up much needed working capital, making it harder for businesses to invest, create jobs and remain resilient.

A transparent and responsive tax system builds trust. Taxpayers should receive their legitimate tax refunds on time, just as they are expected to meet their tax obligations on time.

One practical solution would be for the tax authority to issue taxpayers with a tax credit note whenever a refund cannot be processed within the prescribed timeframe. Taxpayers could then use that credit to offset other tax liabilities instead of waiting indefinitely for a cash refund. This would improve cash flow for businesses while ensuring fairness and strengthening confidence in the tax system.
