In a unanimous resolution, Dallas County leaders declared Tommy Lee Walker innocent of the 1953 rape and murder of Venice Parker. This represents the first posthumous proclamation of innocence ever made by a commissioners court in Texas.

While the resolution is primarily symbolic, as the state of Texas has not yet issued a formal pardon, it is the highest level of posthumous clearance a county can provide.

A years-long reinvestigation by the Innocence Project, the Civil Rights and Restorative Justice Project (CRRJ) at Northeastern University, and the Dallas County DA’s Conviction Integrity Unit revealed several critical failures.

Walker, then 19, was interrogated for hours by officials—including a homicide chief with known Ku Klux Klan ties—and pressured into signing confessions that he immediately recanted.

Despite ten witnesses confirming he was at a hospital for the birth of his son at the time of the crime, his alibi was ignored.

The investigation occurred during a period of "racial hysteria," with Walker convicted by an all-white jury in less than two hours without any forensic evidence linking him to the crime.

Smith, Walker's 72-year-old son who was born the day after the crime, lived his entire life under the stigma of his father’s conviction. At the hearing, he stated, "I still miss my daddy," but expressed relief that his father's name is finally clear.
