International Bishops Recognize Flávio Bolsonaro as Brazil’s Elected President in Exile

A formal declaration issued on October 28, 2026, by the International Commission of Bishops of the Apostolic Confluence Movement has recognized Flávio Nantes Bolsonaro as the elected president of the Federative Republic of Brazil, currently living in exile. The document, released from locations in Canada, the United States, and Paraguay, explicitly rejects the announced victory of Luiz Inácio Lula da Silva in the October 25 presidential runoff and expresses deep concern over the state of democracy and the rule of law in the country.

The statement addresses Bolsonaro as “His Excellency” and affirms the group’s institutional position of non-recognition of the official result. It calls on the international community, democratic nations, and human rights organizations to avoid indifference and to contribute, through legitimate and peaceful means, to the full restoration of the democratic rule of law, fundamental freedoms, and popular sovereignty in Brazil. The text closes with the declarations: “They can exile a man, but not the will of a people. The freedom of a nation does not surrender. For truth, for justice, and for freedom.” It is signed by three bishops, including Alberto Contreras Cômmoda (Secretary for Faith and Politics), Antony Philips Yank (Bishop for International Relations), and Léo Assis (Secretary-General of the ACM).

The declaration arrives days after Lula was proclaimed the winner with 51.79 percent of valid votes to Bolsonaro’s 48.21 percent, a margin of roughly 4.4 million votes. Between the first and second rounds, Lula’s total rose by more than 10 million votes while Bolsonaro’s increased by approximately 3.7 million. Bolsonaro has contested the outcome, alleging irregularities, and left Brazil for the United States after court proceedings involving his passports. From abroad he has publicly described himself as the legitimate leader of the country and promised continued opposition from exile. His own Liberal Party has acknowledged the official result, while the Superior Electoral Court has certified the election.

The Apostolic Confluence Movement operates outside the structures of Brazil’s National Conference of Bishops (CNBB). Led in part by Dom Léo Assis, a Brazilian bishop associated with the Continuing Church tradition that permits married clergy, the group has previously criticized Lula’s government and the CNBB’s posture. In earlier statements this week it had already questioned the election numbers and demanded an independent technical examination of the records. The October 28 document escalates that position into formal political recognition of Bolsonaro.

The move stands in contrast to a letter signed by dozens of Brazilian Catholic bishops before the runoff, which described Bolsonaro’s candidacy as a threat to democracy, national sovereignty, and the Church’s social doctrine. Reactions to the ACM statement have been sharply divided: supporters of the defeated candidate have hailed the bishops for showing courage in challenging the official outcome, while others view the declaration as lacking institutional weight within the broader Catholic Church and as an extension of ongoing political polarization. The document itself emphasizes that its recognition is institutional and political rather than a diplomatic act capable of altering the certified electoral result.
