WHEN PUBLIC FUNDS ARE ANNOUNCED, THE WORLD SHOULD ASK ONE QUESTION: DID THE MONEY REACH THE PEOPLE?

International donors, development institutions, policymakers and taxpayers should all be asking the same question:
When funds are approved to support communities, how do we know they actually reach the people they were intended to help?
A funding announcement is not the finish line.

Even a reported disbursement is not the finish line.
The real test is whether the intended beneficiary received the support.
