Why did not TypeScript happen in PHP?
Here is a thought.
JavaScript never had annotations, so from CoffeeScript times they chose the transpiling path.
While PHP had PHPDoc, which evolved very quickly and allowed for PHP to have the best at the same time: no build step, and meta-information.
So for PHP, the path is more superior!
Imagine introducing an official static analyser and standardised attributes. That would allow the PHP's type system to evolve fast, while not breaking BC, and not slowing down the engine.
