I have wrestled with "Darmok" and maybe reached an answer, albeit imperfect. If a culture speaks only in allusion and metaphor, how do new members of the society (AKA children) learn the referenced stories? Somehow, they must have learned the complete stories. #AllStarTrek

@matthart True. We did unpack them, and we could find somewhat parallel stories of our own, But we used complete languages, not simply allusions, both to tell our stories and to interpret those of others. "Cincinnati, when the turkeys fell" means nothing to people who've never seen WKRP.
