I certainly agree with you on those points and will say I'm not trying to dismiss that there is a certain degree of individual and group responsibility that isn't being upheld like it could or should be either.
But I try to stay rational and do recognize that there is an agenda being pushed that's causing division. And just like every human on the planet I'm not immune to seeing the radicalizing content online, I see shit that pisses me off, but I own my thoughts and don't want to buy them from a false reality (algorithms, bots, manipulation etc) so I just try to ground myself and keep that in mind.
If I'm being honest, there is an element of racial bias, but I don't think it's quite what it appears. Like I don't think the government is doing it out of sincerity like they claim. It's not in the black community's best interest persay, it is in the criminals interest certainly, but the black community then still has to deal with these people in their neighborhood & sometimes it spills out to effect other races.

Yeah I mean honestly I wouldn't be surprised if it was the result of both. Just from what I've seen personally in real life, someone not controlling the recoil of a full auto rifle tends to be pushed back and knocked off balance, tilting the barrel upward which is why I think you see so many shots on the top floor and roof of the house that was hit. But idk could be either one.
Regardless, yeah I would definitely agree that there's more than enough evidence from multiple cities that they would probably walk away with a lower sentence than you would expect. Possibly even given the shootout if no officer was injured.

It's a double edge sword meant to skew statistics and build a narrative.
Cop arrests these individuals, judges release them w/o punishment & now the stats show an increase in exonerations that'll be used to say the police are racist or overpolicing the area using the amount of dismissals as evidence to support the claim.
Cops don't arrest them & the city now has stats that crime has substantially decreased in the city, which will then be used to support an argument that policy's in these neighborhoods are working. Despite what residents experience & witness with their own eyes.
This is why I'm of the belief you can't trust any statistics provided by the government. The underlying methodology used to collect and organize this data is usually flawed or deliberately manipulated.
Some examples: the work @UnbiasedCrime has done showing other races being checked into the prison system as white, the left wing/right wing/Islamic extremism data, almost anything to do with pushing for bike lanes (traffic lanes are reduced for Bike Lanes, creating vehicle congestion, ultimately leading to an increase in emergency vehicle response times which is then used to push for less private vehicles in said city).
Also, don't be surprised if the census data, black crime rates etc. Are manipulated or otherwise flawed.
We've already been conquered, we're just going thru the motions until some orchestrated event takes place to seal the deal imo.
My bad for the misunderstanding. At any rate I do believe all of our nations are beyond voting our way out of this orchestrated mess. But I would like to see more strategic legal discouragement (more effective forms of protest that actually disrupts government leaders peace, denial of service for anyone actively involved in the system, public shaming & humiliation, & if all that together isn't enough, critical infrastructure employment strikes) before physical confrontation is used as a last resort.
The problem is, then those same cops would just protect those government officials.
I'm not sure citizens can do anything else besides set they're own example, giving officers a reason to behave differently than they're told. It's not ideal, but marching and chanting has gotten them nowhere.
