Improvements in Shor's algorithm are likely to continue. The possibility that major advances remain non-public or state-owned only is itself a risk factor. The secrecy of the algorithmic improvements may even act against all of us.

Since no institution, even state-owned, is immune from insider threats or shifting incentives, the long-term answer is not keeping cryptanalytical techniques secret, but migrating critical systems to post-quantum cryptography before quantum capabilities become practical.

If important breakthroughs are kept secret, then only competitors or other states may own the breakthroughs.

The Ethereum Foundation's 2026 Protocol Priorities Update reorganizes its work into three tracks — Scale (unifying L1 and blob throughput), Improve UX (advancing native account abstraction via EIPs like 7701 and 8141), and Harden the L1 (security, censorship resistance, and network resilience under the Trillion Dollar Security Initiative) — following a strong 2025 that shipped the Pectra and Fusaka upgrades.

On quantum resistance, the announcement signals proactive and coordinated preparation across two tracks. The Improve UX track frames native account abstraction as a migration path away from ECDSA, with complementary proposals aimed at making quantum-resistant signature verification significantly more gas-efficient in the EVM. The Harden the L1 track explicitly lists post-quantum readiness as a core security hardening objective.

Both threads converge in the roadmap: post-quantum security is named as a concrete ambition for the Glamsterdam upgrade, targeted for H1 2026.
