When a Gang Leader Dictates His Law to the EDH: The Seizure of Thorland by Krisla and the Admission of a De Facto Power
We were tragically wrong to simply pit "State vs. Bandits" against each other. By dictating his law to the EDH (Electricity of Haiti) this Thursday, May 28, 2026, and relying on solid and diversified financial networks, Krisla reveals the true nature of power in Haiti today: a hybrid power where the State, economic elites, and gangs operate in a perverse symbiosis.
For nearly five years, an implacable observation has defied all official narratives: the main gang leaders who dominate the occupied zones of the metropolitan region—from Martissant to Carrefour, passing through Cité Soleil, Bel-Air, and Bas-Delmas—remain firmly in place.
They have not truly been decisively bothered. Neither successive *de facto* governments, nor isolated operations, nor international missions (MSS then GSF), nor targeted sanctions have broken their command structure.
On Thursday, May 28, 2026, this reality took on a particularly spectacular and symbolic form. Men from the Ti Bwa gang (Krisla), led by Christ-Roi Chéry, alias Krisla, peacefully took control of the EDH No. 2 power plant in Thorland, in the municipality of Carrefour.
Far from a simple act of banditry, they demanded a regular supply of electricity for the local population, particularly during the World Cup period.
This gesture is not anarchic destruction: it is a gang leader dictating his law to a major state institution. A blatant admission of a *de facto* power exercising itself in broad daylight.
Krisla’s Financial Networks: A Sophisticated and Durable Criminal Economy
Behind this action lies a well-structured financial network that explains the resilience of Krisla and his gang. Like many leaders of the Viv Ansanm coalition, Krisla no longer depends solely on external sponsors. He has developed autonomous, diversified, and extremely profitable sources of income.
The main resources come from systematic extortion ("protection taxes") imposed on residents, merchants, and businesses operating in his zone of control in Carrefour.
The gang collects illegal tolls on roads and strategic axes, rackets carriers and distribution companies.
Control of the EDH No. 2 plant directly reinforces this model: by regulating the electricity supply, Krisla can monetize access to energy, impose payments on subscribers or institutions, and transform public infrastructure into a source of private rent.
Kidnapping for ransom constitutes another backbone of his finances, generating quick and significant liquidity. Added to this are drug trafficking, the diversion of goods, and the control of trade flows in the southern zone of Port-au-Prince.
According to estimates regarding the Viv Ansanm coalition as a whole, these extortion and illegal taxation activities generate between $60 and $75 million per year. A significant portion of this income finances the armament, recruitment, and loyalty of fighters.
Despite international sanctions (freezing of assets by the European Union in July 2025, among others), these financial networks remain robust because they are largely internalized within the local Haitian economy.
Krisla maintains channels with certain private sector actors who pay to protect their activities, and historical links with political and economic elites who, even if reduced, continue to offer facilities or indirect protections in exchange for services (securing zones, pressure on rivals). This financial hybridity—a mixture of criminal autonomy and pragmatic partnerships—makes Krisla much more resistant to outside pressure.

The pattern repeats itself. A few of the ti soldat (little soldiers) are killed, a small number of guns and ammo are discovered, THE GANG LEADER ESCAPES.
Not a single major gang leader has been killed or arrested as Fils-Aimé's government quietly works on an unpopular amnesty deal. Yet, whenever there are protests in the camps to return home and reclaim communities the gangs suddenly reemerge in force. The police withdraw and innocents are murdered, the blan mercenaries release their drones, more innocents die. THEN there are more spectacular and muscular police raids trumpeted by the Haitian press, ti soldat die, the gang leaders escape and a few guns and ammo are shown off by the police.
