Even in the University I work in we have staff that have responsibilities also as trained hard shelter caretakers. The shelters are inspected regularly. No doubt there still is a lot to improve. 3/3

This is heartbreaking and as a Finn gives a whole new perspective on our own system. In Finland builders are obliged to include hard shelters in blocks measuring 3,000 cubic metres (110,000 cu ft) or more. They are built to withstand..1/3
