FL is improved and WA is improved. It could be argued OTT and BOS are not. If PHL "takes a step back" they'll miss the playoffs. Hope would be that their step back isn't as great as any step forward CBJ under Bowness, NJ, and NYI might make. And that OTT truly is worse.
