If the council sees a site is used regularly then cameras could then be deployed, no CC approval should be required. Areas here are used daily but still no covert recordings. A change in legislation is needed to allow LA's to deploy on reasonable grounds without the red tape

Sadly local authorities take the brunt however few consider that 10% of council tax goes to them. We need to look out snap and report this environmental crime and hopefully catch a few criminals on the way
