The Commissioner cannot unilaterally repurpose funds, approve new projects, or prioritise one liability over another, every major fiscal directive originates from the Governor's office.

2. The doctrine that commissioners serve "at the pleasure" of the Governor is not a technicality, it is the ultimate check on their autonomy. If Hon Bimbo Adekanmbi had refused to disburse funds as directed by Ajimobi, he would have been immediately relieved of his duties. Conversely, if he had disbursed funds without the Governor's express or implied approval, he would have been fired for insubordination. His continued tenure signals that every disbursement he supervised was done strictly in alignment with the Governor's marching orders.

3. Your statement suggests the Commissioner "held the state's purse strings." In reality, he held the keys to the vault, but the Governor held the authority to open it. The Commissioner's role is ministerial, ensuring due process and treasury regulations are followed, but he does not set fiscal policy. When salaries went unpaid, it was because the Governor chose a different spending priority (or lacked the political will to find alternative revenue). The Finance Commissioner could not override that priority.

4. In public administration, the political head (the Governor) bears fiduciary and constitutional responsibility for all actions taken under his executive order. While the Commissioner may bear administrative or professional culpability for procedural lapses, the political and legal blame for what was spent and where it went belongs solely to the Governor. To blame the Commissioner equally is to suggest a co-equal executive, which the law explicitly rejects.

Finally, blaming Hon Bimbo Adekanmbi for the decisions Ajimobi made is like blaming a court registrar for a judge's verdict. The Governor was the author of the spending choices; the Commissioner was merely the scribe who signed the cheques under duress of his office. The law, correctly, places the ultimate burden on the Governor alone.
