Image a football (soccer) World Cup final.
There is a team leading 2 - 1 with 5 minutes of play left.
The ball goes out of play. The regulations say it is a corner for the leading team.
The referee instead declares a penalty shootout, 1st goal wins and awards the 1st shot to the team that is a goal behind. They score on their 1st attempt, are declared the winners, lifting the World Cup.

Now image how morally corrupt someone would have to be to declare that penalty shot the greatest moment in sports history.

There has been much speculation around how much the 2021 Abu Dhabi Grand Prix, the final race of the 2021 season, was manipulated. The official line is a “human error” by the Race Director in the heat of the moment lead to the regulations being applied in a new, never used before or since, interpretation of the safety car regulations whilst under pressure to prevent the race finishing under Safety Car conditions.

The official investigation kept the focus very tight to only what happened in the final laps without digging into the wider, surrounding circumstances. That investigation resulted in the Race Director being removed from his position and signing a Non-Disclosure Agreement preventing the world from knowing their version of the truth. This strongly suggests that there are secrets surrounding Abu Dhabi 2021 and that the Formula 1 authorities want something kept hidden.

As Benjamin Franklin, a Founding Father of the United States of America (USA), said "Three can keep a secret, if two of them are dead". It is only a matter of time before the true extent of the manipulation is revealed.

Perhaps the ultimate irony, with hindsight, is that the 2021 Formula 1 season was never going to be a close fight between seven-time World Drivers Champion Lewis Hamilton in the Mercedes AMG and the “Great White Hope” challenger Max Verstappen in the Red Bull. The original plan was to introduce the Ground Effect regulation changes in 2021 , but this was delayed until 2022; officially due to the disruption in 2020 caused by the COVID-19 pandemic . As the world saw in 2022, the gap between the Red Bull car and the Mercedes was enormous. The “Einstein of F1” , Adrian Newey, who literally wrote the book (thesis) on ground effect , gave Red Bull a totally dominant car for the whole Ground Effect Era.

How much of that Ground Effect Era dominance was attributable to the £1.864m breach of the 2021 cost cap is debatable. It is also debatable whether the wind tunnel reduction penalty imposed actually neutralised any advantage gained; it certainly didn't in the 2022 season, or most of 2023 as the penalty was not imposed until late 2022 and was served gradually, not being fully served until the end of the 2023 season. What is not debatable is that the penalty for the overspend in 2021 had no impact on the 2021 result.

Had the Ground Effect regulations been introduced in 2021, as originally intended, the events of 2022 demonstrate that Max Verstappen would've easily won the 2021 World Drivers Championship and Formula 1 fans denied what is possibly the most thrilling season in F1 history.
