"Chairman, a country without reserves is not sovereign. The potential of this Bill to destabilize Uganda’s balance of payments is our primary concern as a central bank. For example, last financial year the overall balance of payment surplus was USD 1.5 billion. That’s how we were able to increase our reserve coverage by USD 1.5 billion. Today as we speak our reserves are close to USD 6 billion. Why? Because these inflows have been coming in. The moment you tamper with these inflows here, we risk running down our reserves, and that is economic disaster for a country.” Governor Atingi-Ego on the Protection of Sovereignty Bill 2026 in an appearance before Parliament today.

Why do people fear/ hate lawyers...yet this is what lawyers do.
Lawyers don’t write, we draft.
Lawyers don’t repeat themselves, we reiterate for completeness.
Lawyers don’t apologise, we acknowledge the unintended outcome and express regret over any possible miscommunication.
Lawyers don’t say yes, we confirm without prejudice, subject to further verification.
Lawyers don’t forget names, we refer to our “learned friend”.
Lawyers don’t get ghosted, we note the lack of response and proceed as advised.
Lawyers don’t stalk competitors, we monitor industry developments.
Lawyers don’t accuse, we highlight ethical concerns.
Lawyers don’t concede, we proceed in the alternative.
Lawyers don’t argue, we submit our learned friend is entirely mistaken in law.
Lawyers don’t say sorry, we regret any inconvenience caused without prejudice and without admitting fault.
Lawyers don’t panic, we seek urgent instructions from counsel.
Lawyers don’t gossip, we refer to confidential client intelligence from reliable industry sources.
Lawyers don’t say “that’s not my job”, we suggest that the matter may fall outside the scope of our current mandate and recommend separate counsel.
Lawyers don’t miss deadlines, we seek condonation with just enough grovel to get sympathy, but not enough to actually admit fault.
Lawyers don’t chitchat, we engage in preliminary exploratory talks without commitment or liability.
Lawyers don’t procrastinate, we await further instructions.
Lawyers don’t get confused, we request clarification on certain aspects that appear inconsistent with the agreed framework.
Lawyers don’t lose, we note the judgement, question the court’s grip on reality and frame the dissenting judgement.
