There are five main elements to this flag:
1) The title: Hostages and Wrongful Detainees is in compliance with the legal terms determined by Congress under the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act; 4/7
The design process of this flag included families of current hostages, former hostages and the organizations that support them. It included focus groups and votes by families. 3/7
A thorough process of design concluded with this flag. This should be codify into law, similar to the POW’s/MIA's, so it can be flown under the American flag, on official buildings, demonstrating the solidarity of the American people with these hostages and their families. 2/7
