They claimed they would allow Jews who lived in the land prior to the mandate to remain. Of course, given the conduct of Arab forces in 1929, 1936, and 1948, they would not have upheld even that.

On the other hand, you cannot point to a single Jewish community conquered by the Arabs and left undisturbed.
