I wrote extensively back in
2010-12, about the 2 biggest frauds perpetrated on the Indian electorate, through the handiwork of the then CAG. ( I am told, to my utter dismay, that he was Bhumihar. ): 2G spectrum allocation & Coal Blocks.

I know a lot about Telecom policy because we were involved in fund raising for several Telecom players in the '94-2000 era, for their allocations & expansion.

Fixed price spectrum was recommended by TRAI itself, helmed by Nripendra Mishra (!) in the NTP '99, owing to the Winners' Curse of over-bidding by all players in the mid-90s auctions of fixed and mobile licenses.

The entire industry was bankrupted because of their own idiocy. Telecom expansion went for a toss.

The NDA 1 govt then decided ( rightly) that revenue maximization could not be the guiding factor in essential services like telephony: social good through extensive coverage would be.

Thus, policy was changed to revenue share + fixed spectrum cost BUT with extensive roll out targets: all designed to increase penetration massively.

The exact same policy was followed by UPA. Nothing changed.

Yet Rai found this to be a " scam" obviously with clear complicity in derailing the UPA.

Fanciful figures of 1.79 lk cr was trotted out - patently false and wrong, even from an NPV angle: he just added up all the so called revenue foregone figure into eternity, without any discount factor.

Of course, in any case, "revenues foregone" are an essential aspect of public policy : it signifies the " loss" a Govt endures for the greater public good.

Every Union Budget has this figure mentioned. It's not a " scam": it's an essential feature. Every tax cut, every incentive, every deduction, is a " loss". But not a scam.

And then, most respectfully, the Hon' ble Supreme Court, in a classic judicial over-reach, cancelled all 2G licenses! Companies were bankrupted overnight. Bank NPAs soared.

Confidence of FDI in India evaporated: after all, foreign telcos saw their India investment turn to dust - Etisalat, Bahrain Telecom, etc.

After all, if you can't trust even a Sovereign Contract ( that's what the 2G spectrum allocation was), how can you trust India with billions. " Kuch Bhi ho sakta hai yahan".

The SC decision also pre-judged the entire allocation matter: the trial court under OP Saini was already going into the criminality of the matter,if any. The SC pre-judged, saying there was a " scam".

The Trial Court held that there was no criminality,let alone a scam.

In fact, the judge opined " I have been waiting 2 years to see and understand what the" scam " in these allocations was. But I have found none".

All were acquitted.

Coal was another motivated report by Rai. I know Coal very intimately too, because of my Dhanbad antecedents.

Many friends of mine suffered through the cancellation of coal blocks on this fraudulent report.

Again, massive losses to cos, massive loss of confidence.

Reputations were tarnished like that of Mr. Gupta.

And of course, a perfectly good government of honorable people was ambushed - a government that gave us genuine growth, without data massaging, of 7. 8% GDP CAGR through 10 years.

Lifted crores out of poverty.

Reduced Tota Debt/ GDP from ~90% in 2003, to ~62% by 2009-10.

Gave us 9% GDP in 2007 at 1% primary deficit.

Navigated Taper crisis with aplomb.

Created AAdhar, that's the bedrock of financial inclusion today. Yes, through Nandan.

Formed GST that is considered path breaking reform today.

And of course, for the ABs in the markets, gave us our ONLY true, wide, long, high quality bull market in 36 years.

The real scams were perpetrated by CAG.

And in doing so, the credibility of that high office was tarnished structurally: " It's another compromised government department" became the common perception after that. Instead of the lofty, independent perch it occupied prior.

Now,we are reaping what we sowed.

This is the most insecure and dumb government. Delhi, this state witnesses innumerable crimes against women, daily road rage, despite being the capital is considered unsafe for families especially women and kids to move around late in the evening. Leaving all these serious issue aside, these idiots are running behind 20 year old students because they disrespected modi (ok PM) .. I mean India ka PM, does it sound appropriate that he would be bothered or hurt by some students using derogatory language against him in a country of 1.4 billion ? And modi has abused Dr.Singh in such crass way for whole 20 years… not even getting into what he has said for ex-MP Sonia Gandhi..
