I would posit it is logistically impossible to kill 12,000 people in 48 hours.
That would equate to 200-250 people per hour, every hour for 48 hours.

It would also mean that every location that unrest occurred across the country would have heavily militarised weaponry deployed

to cause such casualties. Thats roughly 250 locations or more.

Not possible.
If they have heavy weaponry at a few locations which is more feasible then 12,000 deaths could not be achieved in 48hours either.
