So why would they want the metro mayor taking on the city mayor functions? I'm not saying I agree with them, just that is the likely reaction.

Which is why Rotheram's slogan was 'no borough left behind', not 'Liverpool first'.

Voters in Halton or Wirral are not going to like the metro mayor focussing on running Liverpool rather than the strategic governance of the whole region, in the hope that Liverpool's prosperity will trickle down to them.
