STATEMENT BY THE INTERNATIONAL HUMAN RIGHTS FOUNDATION-IHRF
Subject: Urgent Concern Regarding Civilian Casualties in Pakistani Airstrikes on Afghan Border Provinces
The International Human Rights Foundation-IHRF expresses profound alarm over reports of Pakistani military airstrikes conducted overnight in the Afghan border provinces of Paktia, Paktika, and Kunar. According to local accounts, these operations have resulted in grievous civilian harm, including the destruction of multiple family homes and mass casualties.
Preliminary reports indicate the following:
· In Mandokhail village, Chamkani district, Paktia, an initial strike allegedly hit a civilian residence, killing an elderly man and a child. Witnesses further report that a subsequent strike targeted villagers who had gathered to render aid and conduct rescue operations, resulting in the reported deaths of 28 additional civilians and injuries to over 150 others.
· In Walwast village, Gayan district, Paktika, a residential home was reportedly struck, killing six civilians, the majority of whom were women and children.
· In Barolo village, Manogai district, Kunar, a civilian home was destroyed, causing extensive property damage.
Aggregate preliminary figures place the reported toll at no fewer than 38 civilians killed, including women and children, and 163 injured, with three family homes completely razed.
The IHRF underscores that the reported strikes on civilian dwellings and the alleged subsequent targeting of rescue personnel raise grave concerns under International Humanitarian Law (IHL), particularly the principles of distinction, proportionality, and precaution. The deliberate or indiscriminate attack on civilians and humanitarian responders may constitute serious violations of the Geneva Conventions and their Additional Protocols.
The IHRF calls upon the Government of Pakistan to:
1. Immediately and transparently clarify the circumstances, legal basis, and targeting protocols governing these operations.
2. Cooperate fully with independent, impartial investigations into all allegations of unlawful civilian harm.
3. Ensure unfettered access for humanitarian assistance to affected communities.
Furthermore, the IHRF urges:
· The international community, including the United Nations and relevant human rights mechanisms, to rigorously monitor these developments, document all incidents, and support fact-finding missions.
· All parties to uphold their unequivocal obligation to protect civilians as the paramount priority in any armed operation.
· Prompt accountability for any violations of international law, including through appropriate judicial or investigative processes.
The IHRF reiterates that the protection of civilian life is not discretionary—it is a binding legal and moral imperative. We stand ready to assist in any effort to establish the facts, safeguard the rights of victims, and ensure justice for all affected families.

Why is every major development project in Pakistan obsessively focused on Punjab? The new M-13 Kharian-Rawalpindi Motorway and billions poured into Punjab’s infrastructure, while Khyber Pakhtunkhwa and Balochistan continue to struggle with basic connectivity, crumbling roads, and economic neglect.
In any functional country, resources are collected from the more developed regions and deliberately invested in the peripheries so that backward areas can catch up and the entire nation grows together. In Pakistan, it is the exact opposite: Punjab, which is already relatively better off, is being further pampered and modernized at the direct expense of the smaller, struggling provinces.
You can never achieve lasting security and peace through force or rhetoric alone. Without economic justice and balanced development, the sense of deprivation will only deepen.
