شما و مردم ایران این رژیم حامی تروریسم را به‌خوبی می‌شناسید.
آنچه مرا متعجب می‌کند این است که پرزیدنت ترامپ، با آن همه تجربه و درایت سیاسی، چنین راهبردی را انتخاب کرده است.
جمهوری اسلامی هرگز داوطلبانه تسلیم نخواهد شد، زیرا تسلیم شدن به معنای پایان خود رژیم است.
همچنین مردم، پس از تمام آنچه بر آن‌ها گذشته، با دست خالی به خیابان‌ها نخواهند آمد.
به همین دلیل، این تصور که فشار اقتصادی به‌تنهایی مردم را دوباره به خیابان‌ها بازمی‌گرداند، از اساس نادرست است.
آقای روبیو اخیراً گفت که ایالات متحده هیچ برنامه‌ای برای مسلح کردن مردم ایران ندارد.
اما اگر آمریکا با آن همه ناوهای «Beautiful» و قدرت نظامی عظیم خود نتوانسته این رژیم را وادار به عقب‌نشینی کند، واقعاً چه انتظاری می‌توان از مردمی داشت که با دست خالی در برابر آن ایستاده‌اند؟
این‌ها پرسش‌هایی هستند که شایسته تأمل جدی‌اند.

You and the people of Iran know this terror-sponsoring regime very well.
What surprises me is that President Trump, with all his wisdom and political instincts, has chosen this strategy.
The Islamic Republic will never surrender voluntarily, because surrender means the end of the regime itself.
Nor will the Iranian people take to the streets empty-handed after everything they have been through.
That is why the idea that economic pressure alone will bring people back into the streets is fundamentally flawed.
Secretary Rubio recently stated that the United States has no plans to arm the Iranian people.
But if America, with all its "beautiful" aircraft carriers and overwhelming military power, has been unable to force this regime to back down, what exactly do you expect from ordinary people with empty hands?
These are questions that deserve serious consideration.

اگر منتظرید که حاکمان جمهوری اسلامی به خاطر فشار اقتصادی قدرت را رها کنند، چنین اتفاقی نخواهد افتاد. آن‌ها به خوبی می‌دانند که از دست دادن قدرت برایشان بهای سنگینی خواهد داشت، بنابراین داوطلبانه کنار نخواهند رفت.
اگر منتظرید که مردم ایران فوراً بار دیگر به خیابان‌ها بیایند، این انتظار چندان واقع‌بینانه نیست. مردم هنوز زخم‌های سرکوب و خشونت‌های گذشته را بر دوش می‌کشند. از همه مهم‌تر، آن‌ها ابزار و امکانات لازم برای مقابله با یک حکومت مسلح را در اختیار ندارند.
شما با تمام قدرت سیاسی، اقتصادی و نظامی خود نتوانسته‌اید این حکومت را وادار به عقب‌نشینی کنید؛ چگونه انتظار دارید مردم عادی با دست خالی این کار را انجام دهند؟
در پایان،
اعتبار خود را زیر سؤال نبرید. بسیاری از ایرانیان معتقدند که این حکومت تنها زبان قدرت و فشار را می‌فهمد.
و در ضمن، نگاهی هم به شبکه‌های اجتماعی بیندازید و ببینید بسیاری از ایرانیان چه می‌گویند.

We, the people of Iran, understand everything you're saying:
That the Islamic Republic's economy has been devastated.
That the leader of the regime and its commanders are hiding in tunnels like rats.
That the people of Iran have already taken to the streets.
But please consider the following:
If you're waiting for the mullahs to give up power because of economic collapse, it will never happen. They know that surrender means the end of their rule. They will not step down voluntarily.
If you're waiting for the Iranian people to rise up again immediately, that is highly unlikely. People are still traumatized by the bloodshed and repression they have experienced. More importantly, they are unarmed.
With all your military power and pressure, you have not been able to force this regime into submission. How do you expect ordinary Iranians, with empty hands, to confront it alone?

Finally,

Do not undermine your own credibility. This regime only understands strength and pressure.
And while you're at it, take a look at social media and listen to what many Iranians are saying.

The choice is yours.

My dear compatriots,

Decisive moments lie before us.

The assistance that the President of the United States had promised to the brave people of Iran has now arrived. This is a humanitarian intervention, and its target is the Islamic Republic, its apparatus of repression, and its machinery of killing—not the country and great nation of Iran.

However, despite the arrival of this assistance, the final victory will still be achieved by us. It is we, the people of Iran, who will finish this task in this final battle. The time to return to the streets is approaching.

Now that the Islamic Republic is collapsing, my message to the country’s military, law enforcement, and security forces is clear:

You have sworn an oath to protect Iran and the Iranian nation, not the Islamic Republic and its leaders. Your duty is to defend the people, not to defend a regime that has taken our homeland hostage through repression and crime. Join the nation and help ensure a stable and secure transition. Otherwise, you will sink with Khamenei’s ship and his crumbling regime.

And my message to the President of the United States, President Trump, is this:

The honorable people of Iran, despite the brutal repression and killings carried out by this regime, stood bravely for nearly two months. I now ask you to exercise the utmost possible caution to preserve the lives of civilians and my compatriots. The people of Iran are your natural allies and the allies of the free world, and they will not forget your assistance during the most difficult period of Iran’s contemporary history.

And to you, my dear compatriots in Iran:

In these sensitive hours and days, more than ever we must remain focused on our ultimate goal: reclaiming Iran.

I ask you, for now, to remain in your homes and remain calm and safe. Stay alert and ready to return to the streets for the final action at the appropriate time, which I will communicate to you.

Follow my messages through social media and satellite media. If disruptions occur in the internet and satellite broadcasts, I will remain in contact with you via radio.

We are very close to final victory. I hope to be with you as soon as possible so that together we may reclaim Iran and rebuild it.

Today, the updated version of the Emergency Phase Booklet of the Iran Prosperity Project is being released.
The Iran Prosperity Project is the fifth component of our five-part strategy to reclaim and rebuild Iran. IPP presents the vision and the plan for the transition to democracy and the reconstruction of the country.

The Emergency Period Booklet focuses on the first six months, the country’s urgent needs, the crises anticipated during this period, as well as the solutions and opportunities, and has been prepared with the direct participation of dozens of experts. The draft of this booklet was presented in the summer of 2025.

In pursuit of maximum transparency and accountability, experts and the general public were invited to share their views with those involved in the project. The IPP team held hundreds of hours of discussions with specialists, reviewed thousands of submitted proposals, and has now presented the updated version.

I thank the leadership, executive team, authors, and advisors of the Iran Prosperity Project for taking this significant step. I also express my gratitude to all those who, in a sincere and constructive manner, offered their suggestions to improve the quality of this booklet.

For the first time in these past decades, a national project of this scale has been completed through broad public participation and within a transparent process. We will continue and apply this approach in the other phases of IPP and in future initiatives.

The Emergency Booklet outlines the general framework and programs that I support for administering the country in the day after the fall of the Islamic Republic during the first six months of the transitional period. My team and I are committed to these plans and stand ready, after bringing the Lion and Sun Revolution to victory and overthrowing the Islamic Republic, to assume responsibility for the nation’s affairs. Following that, we will guide the process of power transfer, the establishment of the transitional system, the restoration of security, the reconstruction of the country, and the transition to democracy until their completion.

As always, the support and trust of you, the great nation of Iran, have been and will remain my greatest asset.

امروز نسخه به‌روزشده کتابچه دوران اضطرار پروژه شکوفایی ایران منتشر می‌شود.

پروژه شکوفایی ایران، بخش پنجم از استراتژی پنج‌گانه ما برای بازپس گرفتن ایران و دوباره ساختن آن است. پروژه شکوفایی، چشم‌انداز و ‌برنامه‌ گذار به دموکراسی و ‌‌بازسازی کشور را ارائه می‌کند.

کتابچه دوران اضطرار در شش ماه اول، نیازهای فوری کشور، بحران‌های پیش رو در این دوره، و راه‌ حل‌ها و‌ فرصت‌ها تمرکز دارد، و با مشارکت مستقیم ده‌ها متخصص تهیه شده است. پیش‌نویس این کتابچه در تابستان ۱۴۰۴ ارائه شد.

در راستای شفافیت و‌ پاسخگویی حداکثری، از متخصصان و عموم مردم خواسته شد نظرات خود را با دست‌اندرکاران در میان بگذارند. تیم پروژه شکوفایی صدها ساعت با متخصصان به گفتگو نشست؛ هزاران پیشنهاد رسیده را بررسی کرد و اینک نسخه به‌روزشده را ارائه کرده است.

من از مدیریت، تیم‌ اجرایی، نویسندگان، و مشاوران پروژه شکوفایی ایران برای برداشتن این گام بلند سپاسگزارم. همچنین از همه کسانی که به شکلی دلسوزانه ‌و سازنده، پیشنهادهای خود را برای بهبود کیفیت این کتابچه ارائه کردند تشکر می‌کنم.

برای نخستین بار در این چند دهه، پروژه‌ای ملی و در این ابعاد، با مشارکت همگانی و در یک روند شفاف انجام شده و به سرانجام رسیده است. ما این روند را در دیگر فازهای پروژه شکوفایی و دیگر پروژه‌ها ادامه خواهیم داد و استفاده خواهیم کرد.

کتابچه اضطرار، رئوس کلی ساختار و برنامه‌های مورد حمایت من برای اداره کشور در فردای سقوط جمهوری اسلامی در شش ماه نخست دوران گذار است. من و تیم همراهم به این برنامه‌ها متعهدیم و آماده‌‌ایم که پس از رساندن انقلاب شیروخورشید به سرمنزل پیروزی و‌ سرنگون کردن جمهوری اسلامی، زمام امور را در دست بگیریم. در پی آن، فرایند انتقال قدرت، استقرار سامانه گذار، ایجاد امنیت، بازسازی کشور، و گذار به دموکراسی را هدایت کرده و به سرانجام خواهیم رساند.
