Air Embargo over Afghanistan.
Phase 1: Stop Islamabad–Kabul. No Afghan planes in Pakistani airports.
Phase 2: No flight to or from Afghanistan may use Pakistani airspace.
Phase 3: Close complete Afghan airspace. Keep it alive with NOTAMs. Issue a fresh restriction three times a week, every week. No quiet expiry. No gap for airlines or insurers to treat the route as normal.
A one-time ban fades. A repeating NOTAM keeps the risk on the books.
