Because Brazil is a developing country with a low trust/low obligation culture. Where face or 'respect' matter because your operating assumption is that everyone else is out to get you. It is key sociological difference between rich & poor countries. Trust.

Bit of a mea culpa here - this is a tad unfair to @InstituteGC. All the compression was basically under the Tories in the last fifteen years. Largely due to the National Living Wage (2016) and the mad dash to a 2/3 of median minimum wage in a zero productivity growth environment.
