Unrelated but related... One of the things we need to ask ourselves is: why do foreign-funded NGOs representing undocumented/illegal immigrants always beat @HomeAffairsSA in court?
Because DHA administratively trips over its own shoelaces on a daily basis. If DHA detains someone at Lindela for longer than legally allowed without a warrant, it breaks the law. The NGO just points this out to a judge.
These NGOs are basically a highly annoying, foreign-funded quality control mechanism for a failing government department. If Home Affairs processed claims, managed visas, and executed deportations legally and efficiently, these NGOs would have no legal grounds to sue.
