I was truly honored to meet Mrs. Josephine Teo, Singapore’s Minister for Digital Development and Information, and attend her fascinating discussion with Mr. Geoff Dyer, the FT's Analysis Editor at the #FT AI Summit 2024 in #London. Minister Teo shared invaluable insights on the future of AI 🤖, explaining how Singapore is leading as a “smart nation” in AI governance 🇸🇬.
While Europe is focused in this moment on the hearings of the European Commissioners 👂, I thought it would be interesting to share some key takeaways from Minister Teo’s “hearing” with the FT.
In her interview, Minister Teo discussed Singapore's comprehensive approach to Artificial Intelligence (AI), emphasizing how the country is positioning itself as a leader in AI adoption and application across industries 🔍 – not just the technology sector. Unlike many nations that focus on being at the forefront of developing cutting-edge AI models, Singapore is prioritizing real-world AI use cases that bring measurable value to businesses and organizations 💼. This practical, enterprise-focused approach drives the country's National AI Strategy, which was recently updated to include the latest developments in generative AI, while placing significant emphasis on driving AI activity across all sectors of the economy 📊.
AI's Role Beyond the Tech Sector
Minister Teo made it clear that Singapore is thinking about AI in a broader economic context 🌐, highlighting how AI is already transforming industries outside of traditional technology sectors. While the digital economy is often associated with the tech and infocomm sectors, a significant portion of Singapore's digital economy is driven by AI adoption in financial services 💳, healthcare 🏥, and manufacturing 🏭. Many banks in Singapore, for example, now consider themselves technology companies, reflecting the deep integration of AI in their operations 🤝.
The Minister underscored the importance of practical application, pointing out that AI, though incredibly expensive 💰, must be leveraged for tangible business benefits. "From the initial investments to build AI up to the model level, and the subsequent fine-tuning required to make AI useful in specific organizational contexts, the focus must remain on the value AI can bring," she said.
Expanding AI Use Across Industries
In December 2023, Singapore updated its National AI Strategy to foster more AI activity across various sectors 🌍. Since the update, there has been a noticeable uptick in AI adoption 🚀. One example that Minister Teo highlighted was Singapore Airlines ✈️, which is using AI to optimize its operations and improve customer experiences 🛎️. More encouragingly, the airline has set its sights on becoming an industry leader in AI adoption. Similarly, major financial services companies like Prudential and DBS have identified hundreds of AI use cases and are developing AI models tailored to their needs 💼📊.
The Singapore government is also deeply involved in AI experimentation 🔬. Over 65,000 public servants are now using secure generative AI tools to enhance productivity in everyday tasks 📝, such as transcribing meetings. Minister Teo noted that this widespread adoption within the public service has been achieved through an internal platform that allows government officials to design and deploy AI bots 🤖. “This kind of energy is very much to be encouraged,” she added, referencing the thousands of bots already built.
AI and Workforce Development
A key component of Singapore’s strategy is workforce development 🧑💻. Minister Teo acknowledged concerns about job displacement due to AI, particularly for white-collar workers 👨💼👩💼, who are increasingly at risk from AI technologies like generative models. However, she emphasized that AI should not be seen as a threat but as an opportunity for career advancement 📈. "The competition is not between humans and AI, but between humans who are AI-enabled and those who are not," Minister Teo said.
Singapore is investing heavily in AI skills development 🎓, aiming to ensure that the workforce – both at junior and senior levels – can confidently use AI tools to enhance their productivity and career prospects 🚀. In collaboration with global tech companies like Microsoft and Google, the government is working to upskill workers, with a goal to train thousands of people within the next three to five years ⏳.
Global Cooperation and AI Governance
On the global stage 🌍, Teo discussed the need for international cooperation on AI safety and governance 🔐. While acknowledging that global discussions on AI regulation often take time ⏰, she emphasized that Singapore would continue to move forward with its own AI policies while remaining open to sharing insights with the international community. "What we do can serve as a useful reference point, and we are committed to contributing to the global conversation," she said.
She also discussed how #Singapore has already taken steps to address AI-related risks ⚠️, such as misinformation and deep fakes, through existing laws like the country’s fake news law 📜. Teo indicated that new regulations may be necessary for emerging challenges, especially in areas like elections, where AI-generated content can easily go viral and cause harm 🔥.
Sustainability and Data Centres
As Singapore works to position itself as a hub for AI innovation, the country faces the challenge of managing its data centre capacity 🌱. With limited land and renewable energy resources 🌞, Singapore must find ways to ensure that its data infrastructure is both sustainable and scalable 🌍. Minister Teo highlighted that, while Singapore already has one of the densest data centre capacities in Asia, the growing demand for AI workloads necessitates further expansion 📈. To meet this demand, the government has committed to a roadmap for building greener data centres that will use less energy and more renewable resources ♻️.
Despite space constraints, Teo pointed out that Singapore's strategic location, efficient logistics infrastructure 🚚, and role as a global hub for trade and technology make it an ideal location for high-value activities, including AI workloads 🤖. The government is actively working with companies to explore ways to manage data across the region, and Singapore’s trusted legal environment makes it an attractive place to host sensitive AI-related operations ⚖️.
A Competitive Edge in a Changing World
Finally, Minister Teo acknowledged the global competition in AI 🏁, particularly between the U.S. and China 🇺🇸🇨🇳, but emphasized that Singapore's position as a neutral, globally connected hub gives it a unique opportunity 🌏. Singapore engages with both the U.S. and China on AI-related discussions, focusing on areas of mutual interest, such as AI safety and regulation ⚖️. The country’s strategic involvement in multilateral forums like #ASEAN and the Global South also allows it to contribute to the development of AI governance frameworks that support ethical standards 🤝.

In the beliefs of Slavic people an Oak formed the World 🌳. Its branches & canopy formed the heavens whilst its roots formed the Underworld.
At the top sat Perun the Sky God whilst Veles, a deity of the Earth & water resided in the Underworld. At times Veles would attempt to scale the 🌳 and enter the mortal realm.
Perun would race to confront him axe strapped to his back and firing bolts of ⚡ from his bow.
Ducking and diving and shapeshifting Veles moves across the land trying to escape Perun's wrath
The ensuing battle would lead to thunder storms as Perun, enraged would hurl lightning apples 🍏 at Veles. People believed that if their home was struck by lightning ⚡ then Veles had been hiding there probably disguised as an animal 🐈

Enrico Letta @EnricoLetta, Mario Draghi, and numerous experts have all addressed #Europe’s productivity challenges. Yet, even without an economist's expertise, the gap between the EU and the US in sectors like technology is glaringly obvious.
And still, after decades of building the EU Single Market, we now look at #China’s integrated market and realize just how much we’ve missed. One of Europe’s key failings has been its inability to establish a sustainable, continent-wide transport network. The responsibility for demonstrating the need for a fully integrated system fell to our Commissioners, but they have failed to rise to the challenge. Without strong, visionary leadership, Europe has become stuck in the past, unable to move forward.
It might be time to reconsider how we hold our Commissioners accountable. They should be required to deliver a comprehensive report at the end of their mandates - not just a series of piecemeal initiatives to meet the President's Mission letter, or occasional hearings with the European Parliament.
Without clear accountability, we're left with a string of short-term projects and no long-term vision for the future of Europe.
